The manager plans, organizes, leads, controls and coordinates the day-to-day activities of analysts involved in either product development and/or compliance reviews and the submission of filings to the Insurance Departments. The Manager handles the drafting of the forms for new programs or reviews the work done by the analysts. The manager also prepares compliance write-ups or reviews the write-ups prepared by staff. The manager prepares and/or reviews responses prepared by analysts for DOI objections, market conduct, litigation, state surveys/data calls, and audits (internal & external). The manager attends meetings with various internal areas to discuss product development and/or regulatory changes that impact existing business. The manager assists Sr. Management in developing short- and long-term goals and plans for the department.
MAJOR AREAS OF ACCOUNTABILITY:
Product Development and Compliance (40%) Responsible for product development and/or compliance. Assigns projects to staff with completion deadlines. Conducts standing meetings with direct reports to receive updates on projects. Represents department in standing meetings with regards to product development and compliance and provides updates on status of projects. Draft forms for new programs or review forms drafted by staff. Prepare compliance write-ups or review write-ups prepared by staff. Performs research of filing requirements or pulls competitor filings for business as needed. Creates work requests using the OneSumX System.
Filings to Insurance Departments and Feeding Filings to State Filings System (20%) Assists staff with any issues/problems they have when submitting filings to the Insurance Departments. Also assists staff with any objections received from the states on their filings. If work-load is high, manager will submit filings to assist the staff in meeting business deadlines. Assists staff with any issues/problems resulting from feeding the filing to the State Filings System and sending out the system generated distribution memo.
Training and Employee Development (10%) Responsible for hiring and training new analysts in the drafting of contract language, the filing process and system population and maintenance. Manager is also responsible for coaching and developing more seasoned analysts to broaden their knowledge by providing cross training and the handling of more complex products.
Performance Reviews and Audits (15%)
The Manager (a) performs semi-annual and annual reviews; (b) performs audits of analyst’s filings; (c) keeps track of productivity reports; (d) coordinates and tracks progress of special projects within the department (e) investigates all complaints concerning their area of responsibility and its personnel and takes corrective or disciplinary action if necessary. Communicates approved policies and procedures to direct reports and ensures compliance.
Respond to Market Conduct, Litigation, State Surveys or Data Calls, Audits (Internal or External) (10%) Manager prepares responses and pulls filings or reviews responses put together by staff.
Department Planning (5%) In consultation with Sr. Management, assists in developing short- and long-term goals and plans for the department. This includes: (a) developing efficient work-flow patterns, (b) establishing performance standards; (c) establishing career progression standards; (d) establishing procedures and policies; (e) ensuring suitable staffing levels; and (f) developing training manuals for area personnel.
RESPONSIBILITY FOR WORK OF OTHERS:
- Responsible for both Product Compliance and Sr. Product Compliance Analysts
- Manager may have between 3 to 6 direct reports
- Bachelor’s degree
- 4 or more years of experience in property and casualty insurance or service contract industry
- Experience in submitting forms and rate filings a plus
- 2 or more years of experience in management
- Paralegal or insurance designation a plus
